DC Load Bank Testing Explained

What is DC Load Bank Testing?

Standard battery replacement projects carry a hidden assumption: the batteries you ordered will perform as rated when they are installed. That assumption is wrong often enough to matter.

Battery-level testing by manufacturers tells you that a battery has passed factory inspection. It does not tell you the system will hold the load when the lights go out. Most organizations discover a problem during installation — or after it — when downtime carries consequences.

The standard approach to on-site battery testing after installation also carries hidden costs: a UPS technician on site for each phase, extended project timelines, possible weather and facility delays, and the risk of stressing older UPS equipment by running load through it. In many cases, that equipment has never seen 100% load.

Every battery system Penn-Delmar installs is tested at full 100% load, as a complete system rather than individual cells, at Penn-Delmar's Nottingham, PA testing facility.

DC-to-DC. IEEE 1188-compliant. Documented. When your installation crew shows up, the batteries are verified.

Penn-Delmar's Verification Method

PDProven removes the unknowns before your crew arrives.

Every battery. Tested at full system load. Documented and verified before it leaves Nottingham.

What This Means for Your Facility

  • 01 Certainty Know your system performs before installation begins.
  • 02 Documentation Testing certificates, software-tracked records, and documented proof for every battery.
  • 03 Efficiency Compressed installation timelines with no on-site testing delays, no UPS technician for testing purposes.

Large Data Center Customer

This client required replacing a large legacy battery system comprising hundreds of batteries at a critical facility. The primary client requirement was direct: minimize time on site. Prior vendors had proposed projects spanning four to five weeks, each requiring sequential on-site testing, a UPS technician present at every phase, and extended access to the facility floor.

Penn-Delmar pre-tested every battery at its Nottingham, PA facility before the installation crew left. Every battery arrived verified. No on-site testing. No UPS technician during installation. No per-system delays.

"Five weeks of project time, compressed to one."

"Penn-Delmar pre-tested every battery before our crew arrived on site. No UPS technician phases, no per-system delays, no extended floor access. The chain-of-custody documentation went straight into our compliance file. We've used them on every battery replacement since."

The Method

How PDProven Works.

Every battery system Penn-Delmar installs goes through the same controlled, documented process before it reaches your facility. This is not an add-on service. It is how Penn-Delmar operates.

01
Schedule
Contact Penn-Delmar with your battery specifications and installation timeline. Penn-Delmar confirms testing capacity and locks your slot. Note — Penn-Delmar operates one DC load bank and schedules at least one month in advance. If your project is approaching, the time to schedule is now.
02
Full-System Testing at Penn-Delmar's Facility
Your complete battery system is tested at Penn-Delmar's Nottingham, PA facility using the 750kW DC load bank — the largest of its kind in the United States. Testing is conducted at 100% full load, DC-to-DC. This is not cell-level testing. This is system-level testing under real-world conditions, IEEE 1188-compliant. No UPS involved. No efficiency factors to calculate. A 1-to-1 ratio — true kWb, not kVA.
03
Documentation Issued Before Anything Ships
Every test is tracked in software and issued with testing certificates. You receive chain-of-custody documentation, serial number verification, and a complete testing record before installation begins. Penn-Delmar has an open door if you'd like to witness the testing in person, as well. If leadership, auditors, or warranty administrators ask whether the system was properly tested, you have an irrefutable answer.
04
Verified System Ships to Your Facility
No battery leaves Penn-Delmar's facility without a verification record. What arrives at your site has already been tested at full load. The unknowns have been removed.
05
Installation: No Subcontractors
Penn-Delmar's own certified crew arrives with verified, ready-to-install batteries. No subcontractors. No third-party coordination. Every person on site is a Penn-Delmar employee. Installation proceeds without on-site testing delays and without the extended site-access timeline that standard post-install testing creates. For facilities with their own installation crews, Penn-Delmar offers pre-installation testing as a standalone service. The batteries arrive at your site verified, while your team handles the rest.

Included With Every Engagement

  • Full reporting upon test completion
  • Full chain-of-custody documentation from beginning of life
  • Warranty compliance documentation included
  • Performance guarantee available — terms confirmed during project scoping.
Three Pillars

What Changes When Batteries Are Tested Before Installation.

Pillar 01 Performance
Certainty

Will it actually work when it matters?

Your backup power system is not tested for the first time when your facility needs it. Every battery Penn-Delmar installs has been verified at 100% full load before it arrives on site. The question "will it work?" is answered before your crew shows up.

Pillar 02 Accountability
Documentation

Can I prove the system was properly tested?

Testing certificates, software tracking records, and the option to witness every test at our facility with your batteries. When leadership, auditors, or warranty administrators ask whether the system was validated, you have an irrefutable answer — not a vendor's verbal assurance.

Pillar 03 Installation
Efficiency

Will this extend my project timeline?

Projects that could take weeks under the standard on-site testing methodology are completed in days when batteries are pre-tested. No UPS technician standing by. No per-system delays. No extended facility access window.

Is This Right For Your Facility

If Your Facility Depends On Backup Power, the Answer Is Almost Certainly Yes.

Penn-Delmar works with facilities managing their first large-format battery replacement and with Fortune 100 technical committees that have run dozens of projects. The process is the same.

  • Data center operators managing VRLA or lithium-ion battery replacement cycles
  • Financial institutions and trading operations with zero tolerance for backup power failure
  • Telecom carriers with multi-site battery infrastructure
  • Facilities Directors at companies overseeing critical equipment replacement
  • Procurement managers responsible for multi-vendor battery contracts
  • Operations Managers at Department of Defense facilities with documentation requirements
  • Healthcare facilities with NFPA 99 compliance obligations
  • Any organization that has experienced a battery failure during or after installation and will not accept that risk again

Standalone Testing Service

If your facility has its own installation crew, Penn-Delmar's facility is fully capable of testing and certifying the system without handling the installation. Contact Penn-Delmar to discuss the scope.

Multi-Site Battery Infrastructure

Telecom carriers, multi-facility operators, and Fortune 100 technical committees have used Penn-Delmar to standardize verification across dozens of project sites. The methodology does not change with scale.

The Bottom Line

If you are responsible for the integrity of backup power at a facility where failure is not an option — and you are planning a battery replacement in the next 12 months — you should understand what pre-installation full-load testing changes about your risk profile before you finalize your vendor selection.

Track Record

Trusted by Critical Infrastructure Facilities Across the Mid-Atlantic Since 2008.

Penn-Delmar Power has served Fortune 100 financial institutions and Department of Defense government entities for over 17 years. The company's direct-service model and pre-installation testing methodology are not marketing language. They are the operational standard Penn-Delmar has maintained on every engagement since the company was founded.

Penn-Delmar's 750kW DC load bank testing capability is not industry standard. It is intentionally scarce. One load bank. One facility. Penn-Delmar's own crew on every installation. That constraint is also a guarantee of consistency.

The Team

Who Is Behind Penn-Delmar Power.

Penn-Delmar is the only independent company in the United States operating a 750kW DC load bank capable of verifying full battery systems at 100% load before installation.

Tim Hershey, Founder of Penn-Delmar Power
Tim Hershey
Founder

Tim Hershey founded Penn-Delmar Power in 2008 with a clear premise: critical infrastructure facilities deserved a service partner that was technically capable, fully accountable, and not constrained by manufacturer allegiances. In the 17 years since, Penn-Delmar has grown into the only independent company in the United States operating a 750kW DC load bank capable of verifying full battery systems at 100% load before installation. That capability is the direct result of Tim's technical conviction that the standard approach to battery testing — manufacturer cell-level testing followed by post-install on-site verification — was inadequate for the risk exposure of Fortune 100 and government-class facilities.

A Note on Scheduling

Penn-Delmar operates one DC load bank. Testing capacity is capped at approximately 4,000 batteries per month. We are typically scheduled at least one month in advance. If you have a battery replacement project in your planning horizon, the time to schedule is before your installation timeline is finalized.

A member of Penn-Delmar's team will review your battery specifications, confirm testing capacity for your project timeline, and walk through the pre-installation testing process.

There is no obligation to proceed. There is no sales pressure. If pre-installation testing is not the right fit for your project, Penn-Delmar will tell you that directly.
